I thought you mean rock, the size of fist up the size of the average car, mostly a meter square. Much much larger rocks are known to be moved in storms. In an attempt to lock the larger ones down, there’s established patterns of sizes to be deposited in sequence.

I do not see how you will move enough rock to bring a Meteor Seabank mount above the surface for even one people for $3 million.

I agree.

For that money you’re best bet is in Cay Sal on a 100’-130’ LOA mobile floating island, population 30-70, with quite a high degree of self-governance “autonomy”.

Any further from any coast, bigger and more populous would be grossly unrealistic for that money, IMHO.
